Mark has over 35 years of dedicated experience in healthcare and long term services management, organizational operations, and service systems development, implementation, and oversight. This includes executive management experience in healthcare at the local, state, and national levels and work with the public, private, and non-profit sectors. Mark’s collaborations with organizations and efforts in the field have contributed to significant systems improvements.
Mark served as the director of the Local Authorities section at the Texas Department of Aging and Disability Services. His prior state government experience included the role of Assistant Director for Community Services at the legacy Texas Department of MHMR. He has also served as the program and executive director of local mental health and intellectual and developmental disabilities centers and as the program improvement director of a national behavioral health association. Specific accomplishments include leading and implementing organizational mergers, national and statewide program implementation, and developing significant improvement processes in organizational management, contract management, services delivery, and procurement.
Mark earned his Bachelor of Arts (BA) in Psychology with highest honors and completed graduate work in Human Development and Neuroscience at the University of Texas at Dallas. He also received a Masters of Education (M.Ed.), with highest honors, in Clinical Mental Health Counseling from Lamar University. He received a Master of Business Administration (M.B.A.) in Healthcare Management with honors from the University of Dallas.
